Cebu Province Scholarship Program Graduates 1,019 Scholars in 2025-2026
Cebu CP-Gifts Graduates 1,019 Scholars

The Cebu Province–Grants Intended for Tertiary Students (CP-Gifts) program celebrated the graduation of 1,019 scholars from the 2025–2026 batch, representing a significant milestone for the provincial scholarship initiative. Out of 1,700 total beneficiaries, these scholars successfully completed their academic requirements, while others faced challenges that led to discontinuation.

Dropout Reasons Identified

Program officials and board members cited several factors behind the dropout rate. Late submission of grades, failure to maintain the required general weighted average of 85, and early pregnancies were among the primary reasons. Bebe Batino, focal person of CP-Gifts, noted that early pregnancies forced some students to leave school. Board Member Michael Villamor added that mental or physical exhaustion and academic deficiencies also played a role.

Call for Strict Compliance

During the launch of the program's seventh season on June 9, 2026, officials reminded scholars to uphold the 85-grade requirement stipulated in the provincial ordinance. Christopher Baricuatro, executive assistant and focal person of the Provincial School Board, urged board members to carefully screen applicants and enforce compliance. "We are bound by the ordinance. So, we don't have a choice. As long as they meet the maintaining grade of 85, they can continue," Baricuatro said.

Expanded Program for SY 2026–2027

The CP-Gifts program is set to expand significantly for School Year 2026–2027. A total of 2,500 slots will be allocated to the governor, 1,000 to the vice governor, and 100 slots to each of Cebu's 19 Provincial Board members. This expansion aims to provide more opportunities for tertiary students across the province.

Officials emphasized the importance of commitment and proper selection to minimize dropout rates. "It is such a waste because that slot should have been given to those who are truly deserving," Villamor said in Cebuano, highlighting the need for dedicated scholars.
