DSWD 7 Uses CBMS for Social Pension Verification

The Department of Social Welfare and Development Field Office – Central Visayas (DSWD FO 7) has adopted the Community-Based Monitoring System (CBMS) as the official targeting tool for the Social Pension Program for Indigent Senior Citizens (SPISC). This marks a significant shift in how beneficiaries are identified and validated across Region VII.

Social Pension Program staff conducted onsite BBMSerbisyo Verification at Barangay Canaocanao, Tabogon, Cebu. Under the new system, the Philippine Statistics Authority (PSA) generates the masterlist of qualified beneficiaries using CBMS data, with age as the primary eligibility criterion, applied uniformly across all regions. Currently, DSWD FO 7 is focusing on verifying the masterlist produced by the PSA to minimize external influence in the beneficiary selection process.

Key Impact of CBMS-Based Approach

One major effect of this CBMS-based method is that the number of newly listed beneficiaries is no longer tied to the number of delisted individuals. Since eligibility is now based on age data from CBMS instead of a fixed quota, the replacement of delisted senior citizens depends on the actual count of qualified individuals identified by the system. This ensures that inclusion is merit-based and data-driven.

As part of this initiative, DSWD FO 7 personnel have begun implementing the Basta Beripikado, Mabilis ang Serbisyo (BBMSerbisyo) online application for National ID verification of beneficiaries. This initiative supports the broader government effort toward digitalized, transparent, and efficient delivery of social protection services.

“These reforms reflect our commitment to making the Social Pension Program more transparent, targeted, and resilient against undue influence. With data-driven tools and verified beneficiary records, we can better ensure that assistance reaches those who truly deserve it,” said Regional Director Shalaine Marie S. Lucero of DSWD Field Office 7 – Central Visayas.

The Social Pension Program provides a quarterly stipend to indigent senior citizens aged 60 years and above who do not receive any pension from the government or private sector. Through these institutional improvements, DSWD FO 7 continues to strengthen the program's integrity and safeguard the welfare of the most vulnerable elderly in the region.
