The Mandaue City Government, in partnership with Mandaue City College and the Bureau of Jail Management and Penology (BJMP), has launched the "College and Skills Behind Bars" program. This initiative provides 39 Persons Deprived of Liberty (PDLs) the opportunity to pursue a Bachelor of Science in Business Administration major in Marketing Management while serving their sentences.
Program Theme and Objectives
Under the theme “Degrees of Change: Rewriting the Future Through Inclusive Education,” the program aims to support the rehabilitation of inmates by giving them access to higher education and better opportunities for reintegration into society.
The PDLs have responded positively to the program, with many viewing it as a chance to rebuild their lives through education. A 43-year-old female inmate said she never expected to have the opportunity to attend college and hopes to complete her course to become a better person.
Voices of Hope from Behind Bars
Another PDL who already graduated from college described the program as a rare opportunity that gives hope for a brighter future. According to him, they look forward not only to regaining their freedom but also to receiving a diploma that will help them find employment and avoid repeating past mistakes.
The Mandaue City Government, through the City Social Welfare Services Office (CSWSO) and the Poverty Alleviation Division, continues to support former PDLs through livelihood assistance as part of the aftercare and reintegration program.
Livelihood and Skills Training for Reintegration
The initiative aims to give former PDLs a fresh start by helping them establish small livelihoods, reinforcing the city's commitment to providing hope, second chances, and successful reintegration into the community. In addition to distributing livelihood assistance, beneficiaries undergo basic training in simple bookkeeping and entrepreneurship to help them manage and sustain their small businesses.
According to JSUPT Jessie James Gingoyon, the program aims to provide opportunities and skills to deserving former PDLs so they can rebuild their lives and become productive members of society.
