Mandaue City to Launch Construction of Permanent College Campuses in Norkis Park This April
In a significant development for higher education in Cebu, Mandaue City is set to begin the construction of permanent campuses for Mandaue City College (MCC) and Cebu Technological University (CTU)–Mandaue Campus in April 2026. The project will be located at Norkis Park in Barangay Looc, as announced by Mayor Thadeo Jovito “Jonkie” Ouano.
Strategic Planning and Coordination for Educational Expansion
Mayor Ouano emphasized that these two educational institutions will be built on a 7,000-square-meter lot, with construction proceeding simultaneously to address the city's growing demand for college education. The plans were finalized during a coordination meeting at the mayor's office on January 14, 2026, attended by key officials including CTU representatives led by Dr. Pet Roey L. Pascual, Transitory OIC of the Office of the CTU President, Congresswoman Emmarie “Lollypop” Ouano-Dizon, and city officials.
Architectural Design and Layout Details
Architect Leo Mutia and Engineer Alex Mayor Jr. presented the City Development Plan, which includes a three-story building for CTU–Mandaue and an eight-story structure for MCC. According to Mayor Ouano, the layout has been meticulously planned to maximize the use of space and ensure that a large number of students can be accommodated in the facilities.
Funding Allocation and Financial Projections
The funding for the MCC project is already included in the 2026 General Appropriations Act (GAA), with an initial allocation exceeding P450 million. Mayor Ouano noted that the total estimated cost for the MCC building is around P700 million, and the city plans to request additional funds next year to complete the entire structure. Additionally, CTU–Mandaue has received a separate allocation from the GAA, ranging from P80 million to P89 million, which is distinct from the city's funding for MCC.
Project Timeline and Preparatory Work
Despite the phased release of funds, Mayor Ouano assured that the buildings will be usable even before construction is fully completed. Meanwhile, Mandaue City Administrator Attorney Gonzalo “Sally” Malig-on confirmed that preparatory work for the project has already begun, including soil testing. He also verified that both institutions have approved funding.
Potential Commercial Spaces for Revenue Generation
In a forward-thinking move, discussions are underway to potentially include commercial spaces within the buildings. This initiative aims to generate income that could support the operational costs of the educational institutions, enhancing their sustainability and self-sufficiency.
