Philippines Pushes Cebu Protocol, Maritime Center at ASEAN Summit

The Philippines is taking a leading role at the 48th ASEAN Summit in Cebu City, where President Ferdinand Marcos Jr. is pushing for three major agreements aimed at strengthening regional laws, maritime security, and crisis response. The summit, themed "Navigating Our Future, Together," underscores the country's commitment to ASEAN's founding principles of peaceful coexistence and cooperation.

Historic Charter Amendment

One of the most significant agenda items is the proposed Cebu Protocol, which would mark the first-ever amendment to the ASEAN Charter since its signing in 2007. According to ASEAN Spokesperson Dominic Xavier Imperial, this amendment is a crucial step toward strengthening the organization and facilitating the full integration of Timor-Leste, which became the 11th member in October 2025.

Maritime Cooperation Declaration

The second key document is the ASEAN Leaders' Declaration on Maritime Cooperation. This initiative focuses on enhancing collaboration among member states on sea safety and coast guard duties. A central element is the establishment of an ASEAN Maritime Center based in the Philippines, which aims to coordinate regional efforts. Additionally, the proposal seeks to formalize the ASEAN Coast Guard Forum as a permanent part of the regional framework, ensuring sustained attention to maritime security.

Global Crisis Response

The third document addresses the Middle East Crisis, following special meetings earlier this year. Leaders are working on a unified statement to ensure ASEAN nations remain coordinated and protect their citizens during global emergencies. Beyond crisis response, discussions will cover energy security, food security, and the safety of overseas citizens.

President Marcos emphasized the need for regional unity, stating, "As chair, the Philippines will continue to champion the founding ideals of ASEAN: peaceful co-existence, neutral respect, and cooperation for shared benefits." The outcomes of this summit are expected to shape the region's approach to territorial disputes, economic stability, and collective security for years to come.
