DMW Intensifies OFW Monitoring as Middle East Conflict Escalates

As military tensions surge in the Middle East following the launch of major combat operations by the United States and Israel against Iran on February 28, 2026, the Philippine Department of Migrant Workers (DMW) has issued urgent directives to safeguard overseas Filipino workers (OFWs) in the region.

Mandatory Reporting Requirements for Recruitment Agencies

In Advisory 10-2026, the DMW mandates that all private recruitment agencies (PRAs) regularly submit comprehensive monitoring reports through the OFW Welfare Monitoring System (Owms). This requirement applies to workers deployed in nine Middle Eastern nations: Bahrain, Israel, Iran, Jordan, Saudi Arabia, Kuwait, Lebanon, Qatar, and the United Arab Emirates.

The reporting obligation extends to multiple categories of workers:

  • OFWs who have successfully departed the Philippines
  • Workers unable to depart due to emerging conflicts
  • Those holding Overseas Employment Certificates (OEC) or OFW Passes but stranded at Philippine exit points

Enhanced Coordination and Contingency Planning

The DMW emphasizes that accurate and timely reporting is essential for facilitating emergency repatriation, managing travel disruptions, and preparing for eventual resumption of deployment. PRAs must maintain active communication with foreign employers and placement agencies to verify worker locations, obtain updated contact information, and monitor living and working conditions.

"PRAs must develop, maintain, and regularly update actionable contingency plans," the DMW stated, outlining requirements that include:

  1. Emergency contact protocols
  2. Evacuation procedures aligned with host country regulations
  3. Temporary shelter arrangements
  4. Repatriation strategies for worsening regional conditions

Financial Responsibilities During Travel Disruptions

In cases of flight cancellations, rerouting, or rebooking due to airspace restrictions or force majeure events, PRAs bear full responsibility for arranging alternative travel and covering associated costs according to existing contractual obligations and DMW regulations.

The agency further advises PRAs to closely monitor official advisories from Migrant Workers Offices and the DMW's official Facebook pages for coordinated emergency response guidance as the Middle East situation develops.
