The Cebu City Department of Veterinary Medicine and Fisheries (DVMF) announced on Monday, June 8, 2026, that it will endorse an investigation report to the City Legal Office to pursue legal action against a pet owner from Argao, Cebu, who left several dogs unattended inside a parked vehicle at SM Seaside City Cebu.
Investigation Findings
The DVMF stated that its investigation team has completed its inquiry and gathered all necessary information and evidence for legal review. The report will be submitted to the Cebu City Legal Office for evaluation and appropriate action.
According to the DVMF, online posts showed dogs left inside a vehicle in the mall's parking area for hours without their owner present, raising serious concerns about their safety and welfare.
Policy Recommendations
The DVMF also plans to endorse a proposed resolution to the Cebu City Council urging establishments with parking facilities, including pet-friendly malls, to strictly comply with City Ordinance 1877. This ordinance prohibits pet owners from leaving dogs, cats, and other similar animals locked inside vehicles with all windows shut within Cebu City.
Under the proposed resolution, malls, commercial establishments, and property owners would be required to immediately report similar incidents to authorities so that officials can intervene promptly.
Legal Basis
The DVMF emphasized that such acts may violate City Ordinance 1877 and could also fall under Republic Act 8485, the Animal Welfare Act of 1998, as amended by RA 10631, if the welfare of the animals is compromised.
“Leaving animals unattended inside vehicles, especially during hot weather or for extended periods, may expose them to severe stress, suffering, injury, or death,” the DVMF said in a statement.
Call for Public Awareness
The department urged pet owners to be responsible and reminded the public to report any similar incidents to authorities. The DVMF continues to advocate for animal welfare and stricter enforcement of existing ordinances to prevent such incidents from recurring.
