NMP Proposes P505.5M Budget for 2027 Maritime Projects

The National Maritime Polytechnic (NMP), the Philippines' sole state-run maritime training and research institution, has formally proposed a P505.5-million budget for Fiscal Year 2027. The agency is currently seeking endorsement from the Regional Development Council - Social Development Committee (RDC-SDC) to advance its priority infrastructure projects and training programs.

Major Infrastructure Investments Planned

According to NMP officials, the substantial allocation would primarily fund several critical developments within their 17-hectare training complex. The proposed budget breakdown includes acquisition of various specialized training equipment, construction of a new training building complete with a roof deck, establishment of a three-story maritime resource center, and significant improvements to the internal road network.

Record Training Numbers Justify Expansion

The budget request comes as NMP reports serving 22,972 active and aspiring Filipino seafarers during the previous year. This figure represents the highest number of successful trainees recorded since the institution began its training operations, demonstrating both growing demand and institutional capacity.

During the recent RDC-SDC First Quarter meeting, NMP Executive Director Victor Del Rosario presented the proposal, emphasizing that expanding learning facilities is essential to reinforcing the agency's role as the country's premier government maritime training and research institution.

Building on Recent Funding Success

The current fiscal year saw NMP receive its highest-ever budget allocation of P427 million under the 2026 budget of the Department of Migrant Workers (DMW). These funds are already supporting major infrastructure upgrades including rehabilitation of the officers' dormitory, construction of a new ratings' dormitory, and development of a new training pool.

Next Steps in Budget Approval Process

Once endorsed by the RDC-SDC, the 2027 budget proposal will progress to the national budgeting process for further consideration. This would sustain NMP's ongoing infrastructure development and program expansion initiatives. The institution is scheduled to attend the RDC Full Council Meeting at the end of March to advance their proposal.

"This is in compliance with the 2027 National Budget Call, which expands the role of RDCs in the budget process by requiring priority regional programs and projects to secure the council's endorsement," NMP explained in a statement. "This strengthens coordination among national government agencies, regional offices, and local government units."

Established in 1978, NMP maintains its main office and training complex in Cabalawan, Tacloban City, with an additional Liaison Office located at the Employees' Compensation Commission Building in Makati City.
