The Department of Social Welfare and Development has commenced the distribution of nearly PHP1.5 billion in cash relief to more than 216,000 drivers across the transport sector in Metro Manila. This initiative targets a diverse range of workers, including motorcycle taxi operators, delivery riders, tricycle drivers, jeepney operators, and ride-hailing service providers.
Expanding Relief Efforts Nationwide
DSWD Secretary Rex Gatchalian announced that following the Metro Manila distribution, the agency will expand the program to provinces across the Philippines. This provincial rollout is scheduled to begin after Holy Week, with initial estimates indicating approximately 750,000 tricycle drivers or operators nationwide could benefit from the expanded program.
Targeting High-Density Areas
Gatchalian emphasized that the agency is prioritizing regions with the highest concentration of transport workers. In Luzon, these priority areas include Region 4A (Calabarzon) and parts of Region 3 (Central Luzon), where data from the Land Transportation Franchising and Regulatory Board shows the highest density of tricycle drivers.
The cash relief distribution is being conducted in phases to help cushion the transport sector from the continued rise in fuel prices, which has been exacerbated by ongoing conflicts in the Middle East affecting global oil supplies. Gatchalian clarified that this represents just the first tranche of payments, with subsequent payouts planned as the program evolves.
Addressing Beneficiary List Challenges
A significant challenge for the DSWD has been compiling accurate beneficiary lists. Gatchalian noted that lists from transport network vehicle service companies and jeepney operators often contain outdated information, complicated by drivers who work multiple jobs across different transport sectors.
Three-Layer Verification System
The verification process involves three layers: initial lists provided by private companies to the LTFRB, cross-matching conducted by the LTFRB, and final duplicate checking by the DSWD. Local government units have begun consolidating and submitting their own lists to ensure comprehensive coverage.
Gatchalian committed to holding special payout schedules for drivers who were inadvertently excluded from initial beneficiary lists. "One driver that is not on the list but should be there is one too many drivers in my book," he stated, apologizing for any oversights in the initial distribution phase.
Transparency in Distribution Process
To ensure transparency, the names of beneficiaries and their scheduled payout dates are posted by the LTFRB one day before distribution, with the DSWD and LGUs reposting the information. Gatchalian reminded drivers to verify their inclusion on these lists before visiting payout centers to avoid unnecessary travel.
The cash relief program represents a significant government response to economic pressures facing the transport sector, with the DSWD coordinating closely with multiple agencies and local governments to implement what promises to be one of the largest targeted assistance programs in recent Philippine history.
