In a significant move to bolster peace and order, the Philippine Army's 1103rd Infantry "Kalis" Brigade (1103Bde) and the Moro National Liberation Front (MNLF) have reinforced their collaborative framework for settling local clan conflicts, commonly known as rido.
Strengthening the Peace Framework
The enhancement of joint mechanisms was the central focus of a high-level meeting held on Thursday, January 15, 2026. The gathering took place at the 1103Bde headquarters located in Samak village, Talipao, Sulu.
According to a statement from the brigade, the discussions aimed at reinforcing cooperation between the Armed Forces of the Philippines (AFP) and the MNLF. Both parties recognize the profound impact that rido has on community stability, security, and the overall peace process in the region.
Key Figures and Commitments
The MNLF delegation was led by prominent figures, including Commander Kana Isnain, the newly designated chief of MNLF peace coordinators, and Commander Abie Isnain, the deputy chief of staff. Their active participation was noted as a clear testament to the MNLF's ongoing dedication to peace-building and partnership with government security forces.
On the military side, Brigadier General Emmanuel Cabasan, commander of the 1103Bde, welcomed the MNLF leaders. Cabasan reaffirmed the brigade's unwavering commitment to nurturing the long-standing relationship with the MNLF. He emphasized that this partnership is built on a foundation of mutual respect, trust, and a shared vision for lasting peace.
A Path Forward for Community Harmony
"The partnership between the AFP and the MNLF is vital in resolving local conflicts such as rido," stated Brigadier General Cabasan. "Through dialogue, coordination, and unity, we can prevent violence and promote harmony within our communities."
The meeting specifically worked on refining the joint AFP-MNLF rido settlement framework. The goal is to make conflict resolution processes faster, more inclusive, and culturally sensitive, ensuring they are acceptable to all parties involved.
Both the 1103rd Infantry Brigade and the MNLF expressed optimism that this strengthened mechanism will lead to tangible results. They believe it will significantly contribute to:
- Effective conflict prevention
- Meaningful community reconciliation
- A sustained improvement in the overall peace and security situation in Sulu
This collaborative effort marks a continued step in the peace journey for Sulu, addressing one of the most persistent challenges to local stability.
