The order from Police Colonel Abubakar Mangelen Jr. comes directly in the wake of a fatal shooting in Sibulan, Negros Oriental, on January 12, 2026. The violent encounter resulted in the death of the town's chief alongside two of his companions. While specific details of the Sibulan case are under investigation, the incident served as a stark catalyst for Mangelen's sweeping new directive.

Colonel Mangelen emphasized that the consumption of intoxicating drinks erodes discipline, clouds judgment, and can inflict severe damage on the reputation and credibility of the entire police organization. He warned that public respect for the police force diminishes when wayward behavior among officers is tolerated.

The ban, declared effective immediately, is unequivocal. "Effective immediately, any form of drinking or 'inuman' is strictly prohibited inside all police stations, camps, and PNP facilities under the Cebu Police Provincial Office. This is non-negotiable," Mangelen stated.

He issued a stern warning to all unit commanders, holding them directly responsible for any violations committed by personnel under their command. The police chief vowed there would be no cover-ups, no excuses, and no downplaying of mistakes.
