Acting PNP chief Police Lieutenant General Jose Melencio Nartatez Jr. emphasized a well-coordinated deployment strategy to maintain peace and order throughout the major religious and cultural festivities.
Strategic Police Deployment for Major Events
In a statement issued on Tuesday, January 6, 2026, Nartatez confirmed that police units in Cebu have received directives to work hand-in-hand with local government units (LGUs) and other concerned agencies. This close coordination is aimed at ensuring the smooth flow of all scheduled Sinulog activities. The police strategy mirrors the security measures being implemented simultaneously in Metro Manila for the Feast of the Black Nazarene.
"While our police forces in Metro Manila are busy implementing security measures for the Feast of the Black Nazarene, we are also making sure that the same level of peace and order measures would be in place in Cebu for this another important religious activity," Nartatez stated. This parallel approach underscores the PNP's commitment to managing multiple large-scale events across the country.
Cebu City's Preparations and Event Highlights
The Cebu City Government has previously reassured the public that robust security and safety protocols are established for both the cultural spectacles of the Sinulog Festival and the religious observances for the Feast of Señor Santo Niño. The feast day, falling on January 18, will be highlighted by a grand parade commencing with a Holy Mass to be presided over by Archbishop Emeritus Jose Palma.
Nartatez reported that, as of now, the PNP has not monitored any specific threat targeting the celebrations. Despite this, he affirmed that all police units will remain on heightened alert throughout the event period to proactively ensure public safety. The security plan is designed to be dynamic, allowing for real-time adjustments by ground commanders based on the situation.

"The security measures are in place but just like in any major events, real-time security adjustments will be made by our ground commanders," Nartatez explained. This flexible approach ensures that the security apparatus can respond effectively to any unforeseen circumstances. The ultimate goal of these extensive preparations is to provide a secure environment for devotees and revelers alike.
"All of these are intended to make sure that our kababayan in Cebu will have a peaceful and meaningful celebration," the acting PNP chief added. The measures also address logistical concerns, such as managing crowds during street performances, as seen in previous events where police officers managed spectators along Osmeña Boulevard to ensure contingents could perform safely.
