House ethics officials are recommending the expulsion of Cavite Representative Francisco “Kiko” Barzaga from the chamber, citing a pattern of repeated and improper behavior unbecoming of a lawmaker. Deputy Speaker and Iloilo Representative Janette Garin stated that previous penalties, including two 60-day suspensions, have been insufficient to curb Barzaga’s actions and statements that disrupt legislative work.

Allegations of Disruptive Conduct

Garin noted that Barzaga’s participation in sessions has often been disorderly and unprofessional. The 27-year-old freshman congressman has stirred controversy with social media posts where he allegedly called the House of Representatives an “institution of failures and thieves” and an “embarrassment to our nation.” He also made allegations of bribery related to the speakership bid of Leyte Representative Ferdinand Martin Romualdez, which led to his second suspension in February.

Ethics Committee Proceedings

Barzaga has reportedly failed to attend several ethics committee hearings. According to congressional tradition, consecutive suspensions can lead to more severe penalties, including expulsion. Reports indicate that the ethics committee has already recommended expulsion, although this has not been formally confirmed due to the confidential nature of the committee’s processes.
