Japan-Mindanao Boost Infrastructure, Clean Energy Cooperation

The Mindanao Development Authority (MinDA) and the Government of Japan have solidified their partnership to advance economic development in Mindanao, with a renewed focus on critical sectors such as infrastructure, transport, and clean energy. This commitment was underscored during a courtesy meeting held on April 17, 2026, between MinDA Chairperson Secretary Leo Tereso A. Magno and Japanese Ambassador to the Philippines Kazuya Endo.

Strengthening Public-Private Partnerships

Secretary Magno emphasized the pivotal role of Public-Private Partnerships (PPP) in accelerating infrastructure projects across Mindanao. He highlighted MinDA's ongoing collaboration with the PPP Center of the Philippines to enhance the capacity of local government units (LGUs) in developing bankable projects that can attract foreign investors, including Japanese firms.

"Japan has been a long-standing development partner of the Philippines. We see strong potential for deeper collaboration in clean energy and regional development, which are crucial for building a sustainable and resilient Mindanao," Magno stated.

Focus on Transport and Railway Development

Discussions during the meeting also centered on transport modernization, with a particular emphasis on railway development in partnership with the Department of Transportation. Magno pointed out that Mindanao's expanding economy demands modern, efficient, and integrated transport systems, an area where Japanese technology and expertise are globally renowned.

Ambassador Endo expressed Japan's keen interest in supporting railway initiatives, citing the extensive experience of Japanese companies in this sector. This collaboration aims to enhance connectivity and boost economic activities across the region.

Expanding Renewable Energy Opportunities

Both parties explored significant opportunities in renewable energy, with Magno encouraging Japanese investors to participate in the Department of Energy's Green Energy Auction Program. He noted that Mindanao's abundant potential for solar, hydro, and other renewable sources aligns with the country's goals for energy security and sustainability.

The meeting also addressed collaboration prospects in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), focusing on infrastructure, energy, and capacity-building initiatives. Sustained investments and partnerships were recognized as essential for promoting peace, stability, and inclusive growth in the region.

Enhancing Regional Cooperation

To further strengthen regional ties, Secretary Magno invited Ambassador Endo to the upcoming BIMP-EAGA Leaders' Summit scheduled for May 7 in Cebu. Japan serves as a key development partner of the Brunei Darussalam–Indonesia–Malaysia–Philippines East ASEAN Growth Area, supporting initiatives that foster inclusive and sustainable growth across the subregion.

Also present at the meeting were Madame Akiko Endo, spouse of Ambassador Endo; Consul General Ono Hirotaka; and MinDA Executive Director Usec. Janet M. Lopoz. The gathering concluded with the exchange of tokens, symbolizing the strengthened bilateral relationship and shared commitment to Mindanao's development.
