BJMP-7 Probes Inmate Death at Cebu City Jail

The Bureau of Jail Management and Penology in Central Visayas (BJMP-7) has launched an investigation into the death of a 37-year-old detainee at the Cebu City Jail on Sunday, April 26, 2026.

Incident Details

Fernando Abapo Prajes, who was facing charges for the alleged statutory rape of an 11-year-old neighbor, lost consciousness around 1 p.m. Despite immediate medical attention from a jail nurse and being rushed to the Cebu City Medical Center, he was declared dead upon arrival.

Family Alleges Physical Abuse

The investigation was prompted after Prajes' family raised concerns about bruises found on his legs. They suspect the injuries may be the result of physical abuse, locally referred to as “takal.” Jail Inspector Samuel Manas, head of the BJMP-7 Community Relations Service Section, stated that the agency is awaiting autopsy results and an internal report to determine the exact cause of death.

BJMP Promises Accountability

The BJMP has reiterated its “zero tolerance” policy against violence. Officials assured that if any jail personnel or fellow inmates are found responsible for abuse, they will face appropriate charges. “We have zero tolerance against violence against our inmates, whether it may be from another inmate or BJMP personnel,” Manas said. “Whoever is responsible will be held accountable.”

Prajes had been detained since March 25, 2026. The Cebu City Police have expressed readiness to assist but are waiting for the family to file a formal complaint to initiate a criminal investigation.
