The National Bureau of Investigation (NBI) driver arrested following a shooting incident inside the Senate building has tested positive for gunpowder residue, authorities confirmed on Monday, May 18, 2026.

Positive Paraffin Test Result

Southern Police Public Information Office chief Police Lieutenant Margaret Panaga told reporters in Camp Crame that the driver tested positive for gunpowder nitrates based on the Scene of the Crime Operatives (Soco) results. The paraffin test checks for nitrate particles commonly associated with gunpowder.

However, Panaga emphasized that the result is not conclusive. "At this time, we cannot provide conclusive details because the investigation is still ongoing," she said. "That is not yet an indication that this alleged driver fired a gun."

Arrest and Charges

NBI Director Melvin Matibag earlier confirmed the arrest of Mel Oragon, a volunteer driver and not an official employee of the agency. Oragon was arrested on the second floor of the Senate building where gunshots were heard amid tensions on the evening of May 13 between NBI agents and personnel from the Office of the Sergeant-at-Arms.

Authorities seized 30 pieces of live ammunition for an M16 firearm and 15 pieces of 9mm ammunition. Oragon faces charges including illegal possession of firearms and ammunition, alarms and scandal, grave threats, direct assault with attempted homicide, and violation of Senate Security Regulation.

Context of the Incident

The conflict ensued amid the looming arrest of embattled Senator Ronald "Bato" dela Rosa in relation to the warrant issued by the International Criminal Court (ICC) over charges of crimes against humanity for murder related to the implementation of the drug war under former President Rodrigo Duterte.

Investigations are ongoing to determine the full circumstances of the shooting incident.
