The Cebu City Transportation Office (CCTO) has firmly defended its decision to clamp several vehicles parked along Quezon Boulevard near the Basilica Minore del Santo Niño, stating the action was a direct response to a clear parking violation in a designated Public Utility Bus (PUB) stop.
Clear Violation in Designated Bus Zone
According to CCTO assistant head Kent Francisco Jongoy, the affected stretch of Quezon Boulevard—from the corner of Burgos Street and extending approximately 15 to 20 meters—is officially marked as a PUB stop. This designation is supported by proper road signage installed in the area.
The enforcement action took place on Thursday, January 8, 2026, following the Opening Salvo activities for the Sinulog festival. Jongoy explained that while a "Pay Parking" sign is located nearby, parking remains strictly prohibited within the PUB stop zone itself. The area is reserved solely for the loading and unloading of bus passengers.
Signage and Markings Meant to Prevent Confusion
To reinforce the no-parking rule, the CCTO has supplemented the signs with yellow pavement markings on the road. Jongoy emphasized that these visual cues are intended to guide drivers and prevent illegal parking, especially in critical transport areas.
"The area is being used for loading and unloading of bus passengers," Jongoy reiterated, highlighting the primary function of the zone. Despite these measures, several vehicle owners filed complaints after their cars were clamped, expressing confusion due to the proximity of the pay parking sign.
Heightened Enforcement for Sinulog Season
The CCTO's strict enforcement coincides with a significant increase in traffic volume around the Basilica, driven by ongoing religious events and preparations for the grand Sinulog festivities. The office has issued a strong advisory to all motorists:
- Carefully observe all road signs and pavement markings.
- Exercise extra caution in high-traffic areas, particularly near major religious and festival sites.
- Understand that designated bus stops are never available for parking, regardless of adjacent pay parking areas.
