Cebu City Mayor Nestor Archival has issued a temporary truck ban on several major city roads this Sunday as a key measure to manage the anticipated heavy traffic and ensure public safety for the Sinulog 2026 festival.

Details of the Executive Order and Affected Routes

Under Executive Order No. 054, Series of 2026, all trucks, trailers, and delivery vans with a gross weight exceeding 6,500 kilograms are prohibited from passing through designated routes on Sunday, January 18, 2026. The ban will be in effect from 12:01 a.m. until 9:00 p.m. on that day.

The primary goal of this order is to protect public and pedestrian safety, prevent severe traffic congestion, and guarantee that emergency vehicles and essential services can move swiftly during the Sinulog celebrations.

The specific routes covered by the restriction are:

  • From the Cebu South Coastal Road (CSCR) going to Sergio Osmeña Avenue in Mandaue City; and
  • From Bulacao via N. Bacalso Avenue up to M.J. Cuenco Avenue in Barangay Mabolo, Cebu City.

Rationale and Exemptions for Essential Goods

This directive follows the recommendation of the Cebu City Traffic Management Coordination (TMC) Board. During its second regular meeting on January 9, 2026, the board unanimously urged the mayor to implement the temporary ban due to the expected massive influx of vehicles and people during Sinulog activities.

Mayor Archival cited the city's police power and the General Welfare Clause, noting that the Sinulog Festival traditionally results in unprecedented traffic volume, a high risk of gridlock, delays in emergency response, and road accidents.

However, exemptions under City Ordinance No. 1430 will remain in force. Vehicles transporting perishable goods such as fresh food, agricultural products, fish, and meat may be granted a temporary exemption for Sinulog 2026. Drivers must carry a valid delivery permit, invoice, or documents clearly identifying their cargo.

Exempted vehicles are required to show proof of authorization when requested by traffic authorities and must comply with all legal traffic directions.

Enforcement and Public Information Drive

The Cebu City Transportation Office (CCTO) will lead the implementation of the order in coordination with the Philippine National Police (PNP) and concerned barangay officials.

The CCTO and the City Public Information Office have also been directed to ensure widespread public awareness about the ban. They are tasked with installing appropriate signage along the affected routes before the implementation begins. Violators will be penalized according to existing city ordinances on truck traffic.
