In a decisive move to normalize academic activities, Governor Pamela Baricuatro has officially mandated the return to classes for all student levels across the Province of Cebu. This directive comes as the typhoon that affected the region has moved away, with the order taking effect on Wednesday, November 26, 2025.
Executive Order No. 76: Prioritizing Education
The resumption is formally enacted under Executive Order No. 76, which was issued by Governor Baricuatro. The primary reason cited for this decision is to prevent any significant disruption to the students' learning process and to ensure the academic calendar remains on track. The governor emphasized the importance of continuity in education despite the recent challenges posed by the severe weather.
Local Autonomy and Mandaue City's Announcement
While the provincial order provides a general directive, Governor Baricuatro also affirmed the authority of local city mayors to make final decisions based on the specific and current situation within their jurisdictions. Acting on this, Mandaue City Mayor Jonkie Ouano promptly released a public notice confirming that all levels in both public and private schools within Mandaue City will immediately return to their regular face-to-face classes.
