Cebu Proposes No-Fly Zones for Sinulog Festival Security

The Cebu City Government has formally requested the Civil Aviation Authority of the Philippines (CAAP) to establish temporary "no-fly zones" during the key events of the upcoming Fiesta Señor and Sinulog Festival. This proactive measure is designed to strengthen security for what is considered the country's largest religious and cultural celebration.

Enhanced Security for Major Processions

Councilor Dave Tumulak, a member of the Sinulog Foundation Inc. executive committee, explained that the proposed airspace restrictions will cover the routes of the Fluvial and Solemn Procession on January 17 and the Sinulog Grand Parade on January 18, 2026. Under this plan, only the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), and the Cebu City Government will be permitted to operate drones and other aerial equipment within the restricted zones. This exclusive allowance is for official security and monitoring purposes.

Anticipated Routes and Crowd Management

While the final parade routes have not been officially announced, the traditional Solemn Foot Procession typically begins at the Basilica Minore del Santo Niño and proceeds along Osmeña Boulevard, General Maxilom Avenue, Imus Avenue, and M.J. Cuenco Avenue. These roads are near major landmarks like the Cebu City Sports Center (CCSC), Fuente Circle, and Plaza Independencia. Last year, the Sinulog Grand Parade started at the CCSC and traveled through P. Del Rosario Street, Imus Avenue, General Maxilom Avenue, and Osmeña Boulevard.

Tumulak emphasized that this security step is crucial to prevent any accidents, especially since larger crowds are anticipated this year. Accredited media organizations planning to use drones must register with CAAP and secure the necessary clearances before the events. He further stated that CAAP, in coordination with the PNP, has the authority to disable or confiscate any drones and other unauthorized aerial devices that violate the no-fly policy.

City on Blue Alert for Festival Preparations

In related preparations, Cebu City has been placed under a blue alert status since the start of January. This status ensures that all government offices and security agencies are on standby and ready for the Sinulog and Fiesta Señor activities. According to Tumulak, overall preparations for the iconic festival are now 70% complete, with remaining work focused on finalizing technical and operational requirements.
