LTO 7 Orders Hit-and-Run Driver to Explain Actions

The Land Transportation Office (LTO) 7 has issued a show cause order against a driver involved in a hit-and-run incident that injured a traffic enforcer in Cebu City. The incident occurred at the intersection of Escario Street and Osmeña Boulevard on Wednesday morning, July 1, 2026.

LTO 7 Director Condemns Reckless Behavior

LTO 7 Director Wendel Dinglasan stated that the agency will not tolerate irresponsible and reckless behavior on the road. The driver is required to personally appear before the LTO 7 Operations Division on Monday, July 6, 2026, to answer the administrative complaint.

The administrative complaint may include alleged violations of Section 27 (Improper Person to Operate a Motor Vehicle) and Section 48 (Reckless Driving) under Republic Act No. 4136, also known as the Land Transportation and Traffic Code.

Incident Details and Legal Obligations

According to LTO 7, based on initial investigation and closed-circuit television (CCTV) footage, the vehicle allegedly struck the victim and then fled the scene without providing assistance. This constitutes a violation of the legal obligation under Philippine traffic laws.

While the administrative process is ongoing, the agency has imposed a 90-day preventive suspension of the driver's license, effective immediately. The driver has been ordered to surrender his license during the hearing.

Vehicle Placed on Alarm Status

Authorities have also placed the Isuzu MU-X involved in the incident on alarm status. This means the vehicle cannot transact with the LTO until further notice.
