The local government of Mabalacat City has signed a memorandum of understanding with the Department of Human Settlements and Urban Development (DHSUD) to implement the agency's Planned City Extension Program. The agreement, inked at the DHSUD Central Office in Quezon City on Monday, marks a milestone in the city's push for structured and sustainable growth.
Program Objectives and Framework
The Planned City Extension Program is an urban development initiative under the PLANADO framework, which promotes the "city within a city" concept. This approach establishes compact, eco-friendly, and self-sustaining mixed-use districts designed to alleviate congestion and manage rapid population growth. Under the program, residential communities, commercial districts, transport networks, schools, parks, utilities, and other facilities are meticulously planned before any development projects commence, according to the local government.
First LGU in Luzon to Join
DHSUD Senior Undersecretary Henry L. Yap noted that Mabalacat City is the first local government unit in Luzon to enter into an agreement under the Planned City Extension Program. He described the move as a testament to the city government's proactive and progressive governance in urban planning and sustainable development.
Mayor's Vision for Mabalacat
Mayor Geld Aquino expressed optimism that the partnership will transform Mabalacat into a smart, resilient, inclusive, and future-ready city, paving the way for it to become the premier investment hub of Central Luzon. "Through proper urban planning, we continue to prepare for the next generation of Mabalaquenos," Aquino said. He emphasized that the event marked a significant step in his administration's push for planned, sustainable, and long-term development.
