The Municipal Government of Mawab has issued a clear statement explaining its recent decision to deny a special permit for cockfighting events. The activities, which were scheduled for January 12, 14, and 16, 2026, were halted because the venue failed to meet essential legal requirements.
Legal Requirements Not Met
In an official clarification, the LGU stated that the RMB Mawab Cockpit, also known as the Mawab Gallera Cockpit Arena, did not comply with Municipal Ordinance No. 001, Series of 2019. This local law, often called the Cockfighting Code of Mawab, mandates that all cockpits must possess a valid franchise and a Mayor's Permit to operate legally.
Municipal records confirmed that the establishment in question lacks these fundamental documents. Because of this, the local government asserted it had no legal basis to approve the request for a special permit. Supporting papers like barangay clearance or tax payment proofs cannot replace the mandatory franchise and Mayor's Permit.
Mayor's Firm Stance on Rule of Law
Mayor Myrill Apit strongly emphasized that the decision was rooted purely in legal compliance, not political motives. "This is not about politics or personalities. This is about compliance with the law," Apit said. "If a business does not meet the legal requirements, we cannot issue permits—no matter who is involved. The rules apply to everyone."
The LGO directly addressed and rejected claims that the denial was politically motivated, labeling such allegations as "false and baseless." It reiterated that enforcement is applied equally, regardless of an individual's political connections or past electoral support.
Correcting Past Practices
Mayor Apit acknowledged that previous administrations might have allowed operations despite incomplete compliance. However, the current leadership is committed to ending such practices. "Mistakes committed in the past should not be repeated," she stated. "Our goal is to strengthen compliance, uphold the authority of the local government, and ensure that all businesses operate within the bounds of the law."
The Municipal Government of Mawab concluded its statement by assuring the public that it remains ready to process permit applications, provided all legal prerequisites are fully satisfied. This clarification was released to promote transparency and public understanding following discussions about the permit denial.
