Sagay City Mayor Leo Rafael Cueva has issued a strong call for unity among city officials and employees. He emphasized that a collective purpose is vital as the city advances its agenda for inclusive, resilient, and sustainable development throughout 2026.
Building on a Foundation of Resilience
Mayor Cueva delivered this message during his 2025 accomplishment speech on Monday, January 5, 2025. He stated that Sagay enters the new year guided by the lessons and achievements of the previous year. He acknowledged that 2025 presented significant governance challenges and calamities, which tested the resolve of both the local government and the Sagaynon community.
Despite these hurdles, Cueva reported that through coordination, discipline, and a collective effort, all city offices successfully met their mandates. They delivered measurable outcomes across various sectors of the local economy and society.
Tangible Achievements Across Key Sectors
In the critical agriculture sector, the city government provided substantial support to farmers and fisherfolk. This included expanded access to farm inputs, mechanization services, and coastal resource management programs. A major highlight was the release of P13.55 million in Rice Farmers Financial Assistance, which directly benefited 1,936 local farmers.
The mayor also pointed to improved fiscal performance. The City Civil Registry Office served over 25,000 clients, generating P1.78 million in revenue. Meanwhile, the Economic Enterprises Management Office recorded an impressive 13.54 percent income increase at the Sagay City Bus Terminal.
Infrastructure development saw significant progress, with the City Engineering Office leading numerous projects. These included road improvements, public facility upgrades, market rehabilitation, and disaster-related repairs spread across multiple barangays.
Sustained Focus on Social Welfare and Future Generations
Social services remained a top priority in 2025. Hundreds of vulnerable Sagaynons received assistance through health services, nutrition programs, senior citizen benefits, employment initiatives, and social protection support.
For education and youth development, the city supported 219 scholars for the School Year 2025–2026 under the AGM Scholarship Program. This program has already produced 152 graduates, including two who became top-notchers in national licensure examinations.
Cueva also celebrated Sagay's growing profile in tourism and culture. He cited national and international milestones that have put the city on the map, simultaneously generating direct income for community-based enterprises and local stakeholders.
"These accomplishments reflect the city’s development approach, where economic growth, environmental protection, and cultural promotion move together to benefit communities," Mayor Cueva stated.
The Road Ahead for 2026
Looking forward, the City Government will concentrate on several key areas for 2026. The focus will be on sustaining major infrastructure projects, strengthening food security and healthcare services, and expanding programs for youth and employment. Community-based tourism and environmental initiatives will also be deepened.
The mayor stressed that the coming year will emphasize execution and accountability. The goal is to ensure that approved plans and budgets translate into visible improvements in barangays and daily public services.
Cueva reaffirmed the administration's commitment to transparency, fiscal discipline, and fostering strong partnerships. These collaborations include national government agencies, civil society organizations, and community partners.
In his concluding remarks, Mayor Cueva reminded all city employees that the success of the city’s ambitious programs ultimately depends on their teamwork, professionalism, and consistent service to the public.
