Police authorities have successfully apprehended a key suspect linked to the high-profile murder of a barangay captains' association president and his driver in Bulacan province.
Coordinated Police Operation Leads to Arrest
On Wednesday, January 14, 2026, a joint police force arrested a 46-year-old man in Tanza, Cavite. The operation was led by the Bulacan Provincial Police Intelligence Unit with significant support from multiple units. These included the Bulacan 1st Provincial Mobile Force Company, Malolos City Police Station, Navotas City Police Station, Criminal Investigation and Detection Group–Cavite, Tanza Municipal Police Station, and the Cavite Provincial Police Office.
The arrest was made by serving a warrant issued by the Regional Trial Court Branch 11 in Malolos City, Bulacan. The suspect now faces two serious counts of murder under Criminal Case Nos. 988-M-2025 and 989-M-2025. The court has recommended no bail for the charges.
Details of the 2024 Killing
The suspect is allegedly involved in the fatal shooting of Bulacan Association of Barangay Captains (ABC) President Ramil Capistrano and his driver, Shedrick S. Toribio. The double murder occurred on October 3, 2024, in Barangay Ligas, Malolos City. The brazen attack shocked the local community and prompted an extensive investigation.
Firearm Recovered During Apprehension
During the arrest operation in Cavite, law enforcement officers seized a significant piece of evidence. They recovered a Glock 9mm 43X pistol equipped with an optic sight. The firearm was loaded with 15 rounds of live ammunition at the time of confiscation.
Brigadier General Rogelio Peñones Jr., the director of Police Regional Office 3, commended the operating teams for their successful manhunt. The arrest marks a critical breakthrough in a case that has remained active for over a year, bringing a measure of progress in the pursuit of justice for the victims.
