Cebu City Suspends Subsidized Rice Program After Overwhelming Demand

CEBU CITY, Philippines — The Cebu City Government has temporarily suspended its subsidized rice program, which sold rice at P20 per kilogram, due to an ongoing inventory check and review of the distribution system following the overwhelming public response during its initial launch.

Mayor Nestor Archival confirmed the suspension on Monday, April 20, 2026, stating that the halt will allow the city to conduct a full inventory of rice supplies sourced from the National Food Authority (NFA) and Food Terminal Incorporated (FTI).

According to Archival, proceeds from the initiative called "Benteng Bigas" are currently on hold as officials reconcile warehouse stocks and review the supply chain from the government.

The city clarified that previous rice distribution schedules are no longer valid, and a new announcement will be made once the verification process is completed.

Authorities also warned the public against individuals or groups conducting house-to-house activities claiming to be part of the program. Archival stressed that no door-to-door distribution has been authorized by the NFA, FTI, or the city government.

The suspension comes after the program's initial launch from March 30 to April 1, which drew large crowds. Beneficiaries lined up early to purchase affordable rice amid rising food prices.

Under the program's guidelines, priority sectors include senior citizens, solo parents, persons with disabilities (PWDs), low-income families, farmers, fisherfolk, transport workers, minimum wage earners, and selected government employees such as Department of Education staff.

Each qualified beneficiary was initially allowed to purchase up to 20 kilograms per month, but during the first implementation, the limit was reduced to 10 kilograms due to supply constraints.

Distribution was previously held at Plaza Sugbo for the north district and at the Cebu City Sports Institute in Sawang Calero for the south district, on a first-come, first-served basis with eligibility validation.

The ongoing audit aims to ensure accurate supply quantities and distribution commitments, especially since the program relies on KADIWA supply channels from the NFA and FTI.

Despite assurances that rice stocks are stable, Archival warned against panic buying and hoarding, stating that such practices disrupt fair distribution to other residents.
