The Cebu City Police Office (CCPO) has reported a significant enforcement effort, citing 4,032 individuals in just one week as part of a strict crackdown on local ordinances under the "Safer Cities Initiative." This operation, which ran from April 13 to 19, 2026, was led by Police Colonel George Ylanan and involved a total of 596 operations under various plans, including Oplan Bulabog, Oplan Bakal Sita, and Oplan Pakigsandurot.
Financial and Enforcement Details
According to official data, the city government anticipates collecting approximately P1,081,500 in fines once all violators settle their penalties. Of the total individuals cited, 1,155 were fined, while 2,877 received only warnings and were allowed to return to their homes. This approach highlights a balance between punitive measures and corrective actions.
Breakdown of Violations
The primary violations recorded during this period include:
- 1,102 minors rescued for curfew violations
- 1,063 individuals cited for City Traffic Ordinance infractions
- 665 people found without clothing or undressing in public areas
- 652 individuals caught drinking alcohol on streets or in public places
- 485 smokers in prohibited areas
- 26 cases of late-night videoke sessions
- 26 illegal structures identified
- 13 other ordinance violations
Police clarified that those caught undressing in public or violating curfew were not fined; instead, their names were recorded, and they were issued warnings. This policy aims to address behavior without immediate financial penalties for certain offenses.
