House of Representatives Authorizes Romualdez's Singapore Travel Despite Ombudsman's Objections
In a significant development, the House of Representatives has officially granted clearance to Leyte 1st District Representative Martin Romualdez to travel to Singapore, according to statements from his legal counsel. This authorization directly contradicts earlier assertions from the Office of the Ombudsman, which had previously declined to approve Romualdez's travel request due to an ongoing investigation.
Conflicting Statements from Government Agencies
Ombudsman Jesus Crispin Remulla had explained that Romualdez remains subject to an Immigration Lookout Bulletin Order while investigations continue into the alleged flood control scandal. The Ombudsman's office maintained that it could not recommend his departure from the country and emphasized that medical treatment would be more appropriately conducted within the Philippines.
However, Romualdez's attorney, Atty. Ade Fajardo, clarified that this does not constitute a travel ban but rather represents standard coordination with immigration authorities. Fajardo firmly asserted that the legislator has indeed received proper travel authority from the House of Representatives.
Romualdez's Medical Travel Plans and Ongoing Investigation
In a video statement, Romualdez confirmed his intention to travel to Singapore from April 20 to May 4 for follow-up medical examinations following his angioplasty procedure. He assured the public of his planned return to the Philippines and his continued availability for congressional duties.
Meanwhile, the Office of the Ombudsman continues to pursue a precautionary hold departure order against Romualdez in connection with the investigation into the alleged ₱56-billion flood control kickback scheme. Investigators have identified him as having a high probability of flight risk and potential involvement based on testimonies and affidavits from various personalities, including former Congressman Elizaldy Co and witnesses who appeared before the Senate Blue Ribbon Committee hearings.
The conflicting positions between legislative and oversight bodies highlight the complex interplay between individual rights, medical necessities, and ongoing corruption investigations within the Philippine government framework.
