Ombudsman Denies Romualdez's Request for Medical Travel to Singapore
In a significant development, the Office of the Ombudsman has firmly rejected a request from former House Speaker and Leyte Representative Martin Romualdez to travel to Singapore for a scheduled medical check-up. The decision was announced during a press conference held on Tuesday, April 21, 2026, by Ombudsman Jesus Crispin Remulla, who emphasized the legal grounds for the denial.
Active Investigation and Lookout Order Cited
Ombudsman Remulla revealed that the trip was originally planned for April 21, 2026, but was blocked due to an existing bulletin and lookout order with immigration authorities targeting individuals under investigation. "We did not respond favorably to the request that he may be allowed to leave," Remulla stated, underscoring the office's commitment to preventing potential flight risks.
He elaborated further, noting, "They were burning the lines yesterday until this morning, but I had my ground. I said when you joined the government, you already surrender your right to travel, especially to another jurisdiction, especially if you're under investigation. Baka hindi na bumalik. You know, we don't want that to happen." This stance highlights the Ombudsman's proactive measures to ensure accountability and prevent evasion of legal proceedings.
Ongoing Probe into Flood Control Project Allegations
The Ombudsman confirmed that an active investigation is underway against Romualdez, focusing on allegations of his involvement in anomalies related to flood control projects. Remulla disclosed that the office is currently awaiting the issuance of a freeze order on Romualdez's assets from the Anti-Money Laundering Council (AMLC), following a formal complaint endorsement.
"We are waiting for the Romualdez case to start rolling, and the first case is about money laundering. Matagal na naming hinihintay na maumpisahan na ang paglabas ng mga kasong ito na high-level talaga," Remulla added, indicating that high-level corruption cases are a priority. He previously mentioned that a plunder case against Romualdez is being prepared for filing in May 2026.
Background of Allegations and Denials
The investigation stems from accusations by ousted officials from the Department of Public Works and Highways (DPWH), who have pointed to Romualdez as allegedly receiving billions of pesos in kickbacks from irregularities in flood control projects. However, Romualdez has consistently and strongly denied these allegations, maintaining his innocence amidst the escalating legal scrutiny.
This case underscores the Ombudsman's rigorous approach to combating corruption, particularly in high-profile instances involving former government officials. The travel ban serves as a precautionary measure to ensure that Romualdez remains within jurisdiction as the investigation progresses, potentially leading to formal charges in the coming months.
