Major Smuggling Bust in Negros Oriental Nets P45 Million in Contraband Cigarettes
In a significant crackdown on illicit trade, the Police Regional Office in Negros Island Region (PRO-NIR) successfully seized an estimated P45 million worth of smuggled cigarettes during a targeted operation in Barangay Binalbagan, Canlaon City, Negros Oriental on April 19, 2026. This operation underscores the ongoing efforts by law enforcement to combat smuggling activities that undermine government revenue and public safety.
Arrests and Coordinated Efforts
The operation resulted in the arrest of four individuals involved in the smuggling ring. The suspects, identified by aliases, include Pak, 26, a helper from Ulingan, Dipolog City; Jun, 22, a driver from Baroy, Lanao del Norte; Dan, 46, a helper from Zamboanga Sibugay; and Cris, 26, a driver from Bantayan, Sindangan, Zamboanga del Norte. They were apprehended during the transfer of contraband cigarettes between vehicles.
Lieutenant Colonel Joem Malong, chief of the PRO-NIR Public Information Office, detailed that the operation was spearheaded by the Regional Intelligence Division (RID) of PRO-NIR, with crucial support from the Criminal Investigation and Detection Group (CIDG), Canlaon City Police Station, and other law enforcement units. This multi-agency collaboration highlights the importance of coordinated efforts in tackling complex smuggling networks.
Seizure Details and Evidence
During the operation, RID personnel observed two trucks in the act of transferring illicit cigarettes lacking BIR tax stamps. The contraband was being moved from a 10-wheeler panel van to a six-wheeler panel van. Recovered from the suspects were:
- One Isuzu wing van (10-wheeler) loaded with at least 350 master cases of Oris Menthol and D&J cigarettes.
- One Isuzu Elf (6-wheeler) panel van containing 100 master cases of D&J Menthol cigarettes.
Each master case contained 50 reams, bringing the total to 450 master cases of smuggled tobacco products. The seized evidence, valued at P45 million, will be turned over to the BIR District 12 in Bacolod City for further investigation and processing, while the suspects are currently detained at the custodial facility of RID PRO-NIR.
Impact on Illegal Trade and Government Revenue
Lieutenant Colonel Malong emphasized that this operation represents a decisive step in PRO-NIR's continuous campaign to stay ahead of illegal trade activities across the region. By intercepting the contraband at a critical transfer point, operatives effectively disrupted its distribution chain, preventing significant losses to government revenue that would have resulted from untaxed sales.
"This interception not only halts the flow of smuggled goods but also demonstrates the importance of sustained monitoring and timely intervention in addressing evolving smuggling tactics," Malong stated. She added that PRO-NIR remains committed to enhancing operational readiness and coordination with partner agencies to ensure prompt detection and action against similar activities, thereby reinforcing accountability and maintaining a secure, law-abiding environment for the public.
The successful bust serves as a stark reminder of the challenges posed by smuggling and the critical role of vigilant law enforcement in protecting economic interests and public welfare in the Philippines.
