Two Police Officers Accused of Intimidation and Obstruction by Fire Volunteer
A fire volunteer in Tondo, Manila, has filed a formal complaint with the National Police Commission (Napolcom) against two police officers, alleging acts of intimidation, obstruction, and harassment during a fire response incident. According to the complainant, Roicyd del Rosario, the incident occurred on April 15, 2026, while his firetruck was responding to a blaze in Barangay 121. At the Mata Street-Capulong Street intersection, Police Master Sergeant John Ruel Morandante allegedly blocked the firetruck's path with his motorcycle, forcing the vehicle to stop and reverse to avoid a collision. Despite this, Morandante reportedly exited his motorcycle and further obstructed the firetruck's route.
Del Rosario claims that Morandante appeared to be under the influence of alcohol, as he banged on the firetruck, shouted profanities, and pointed fingers at the volunteers before identifying himself as a police officer. This behavior allegedly delayed the emergency response and created a hazardous situation.
Aftermath and Escalation
On April 16, the parties met at the Manila Department of Social Welfare (MDSW), where Morandante signed an affidavit admitting fault and apologizing for his actions. However, the situation escalated the following day when Morandante's brother, also a police officer assigned to the barangay, allegedly sought out Del Rosario and threatened his staff, prompting the volunteer to record the officer's name.
Fearing for his safety and due to the ongoing intimidation, Del Rosario decided to file the complaint with Napolcom, seeking accountability and protection. The case underscores the challenges faced by emergency responders and the need for strict adherence to protocols by law enforcement personnel.
