Six PNP Training Service Personnel Removed Over Alleged Barracks Kickback Scheme

In a significant development within the Philippine National Police (PNP), six personnel from the Training Service (TS) have been removed from their posts due to alleged involvement in a barracks rental kickback scheme. The decision was announced during a press conference held on Monday, April 20, 2026, by PNP-TS Director Police Brigadier General Rolindo Suguilon.

Allegations and Immediate Action

The administrative relief of the six personnel was prompted by a viral social media post that surfaced on April 19, 2026. This post detailed alleged irregularities within Regional Special Training Units during the immersion phase of the six-month Field Training Program (FTP) for police trainees. According to the claims, some police personnel were either inflating rental rates or collecting a monthly fee of P500 from trainees for accommodation arrangements.

Suguilon emphasized that an investigation is currently ongoing to verify these allegations and determine accountability. "We are looking into all available information to ensure accountability and uphold the integrity of the police force," he stated, acknowledging the seriousness of the accusations.

Policy Framework and Billeting Procedures

Under existing PNP policy, police trainees undergoing on-the-job training are endorsed to local chiefs of police, who serve as field training coordinators. These coordinators are responsible for assisting in billeting arrangements. Suguilon explained the rationale behind this system: "Based on our policy, the billeting of FTP trainees who will undergo OJT is turned over to the chiefs of police designated as field training coordinators. Now, under the policy, the COP will provide billeting, and for boarding houses, they will assist students in finding accommodations."

He further noted that this approach is necessary because multiple trainees are often assigned to a single police station, which cannot accommodate all of them internally. "This is because, in practice, many trainees are assigned to a single police station, and the station cannot accommodate all of them," Suguilon added, highlighting the logistical challenges faced during training programs.

Ongoing Investigation and Implications

While the allegations have yet to be confirmed, the PNP is taking proactive steps to address any potential misconduct. The removal of the six personnel serves as a preliminary measure to ensure transparency and maintain public trust. The investigation aims to uncover the full extent of the alleged kickback scheme and hold those responsible accountable.

This incident underscores the importance of stringent oversight in police training programs, particularly in financial matters related to trainee welfare. The PNP's response reflects its commitment to integrity and professionalism within its ranks, as it works to prevent such irregularities from undermining the training process.
