Sultan Kudarat Governor Intensifies Crisis Preparedness Amid Global Oil Supply Fears
Sultan Kudarat Boosts Crisis Readiness for Food, Peace, and Resources

In response to escalating global oil supply uncertainties linked to Middle East tensions, the provincial government of Sultan Kudarat has ramped up its crisis preparedness measures, focusing on food security, peace and order, and resource management to protect economic stability.

Survival-Focused Governance Strategy

Governor Datu Pax Ali Mangudadatu announced a "survival-focused" approach during an ambush interview at the Soccsksargen Regional Athletic Association 2026 opening on April 7, 2026, held at the Mayor Josel Guerrero Sports Complex in Lambayong. He emphasized that hunger must be prevented to ensure other government programs remain effective, stating, "Kahit anong mangyari, hindi magugutom ang ating kababayan… back to survival tayo, back to basic."

Food Security as a Top Priority

While fuel supply and taxation are national concerns, Mangudadatu stressed that food security is a direct local responsibility. The provincial government has activated a food security council to boost local production of staples like rice, corn, and root crops, ensuring availability even if external supply chains falter. He highlighted, "At the end of the day, kahit anong programa ang ibigay natin, kung gutom ang tao, mababaliwala yan… unahin natin ang food security."

Additionally, the governor noted the impact of hunger on education and productivity, explaining that hungry students cannot learn effectively. To reinforce rice supply, a memorandum of agreement with the National Food Authority was formalized in March, optimizing buffer stock management as part of broader crisis plans.

Peace and Order for Community Safety

Beyond food, Mangudadatu identified peace and order as a critical pillar, warning that economic hardship could increase criminal activity. The provincial government is strengthening security measures to maintain public safety and community confidence during uncertain times, aiming to ensure residents do not live in fear.

Strategic Resource Allocation

With potential fuel shortages threatening power supply, the government is prioritizing essential services, particularly healthcare facilities, to ensure uninterrupted operations. Coordination among local agencies is being enhanced to allocate limited resources efficiently, focusing on sectors that directly impact public welfare.

Applying Pandemic Lessons

Drawing from Covid-19 experiences, Sultan Kudarat is reapplying crisis management systems to address current economic challenges. This includes coordinating with the education sector to revisit adaptive learning strategies, such as hybrid and modular approaches, to maintain continuity if disruptions affect traditional classrooms.

Long-Term Resilience and Conservation

Mangudadatu urged strategic conservation of resources, advising against unnecessary expenditures and encouraging disciplined energy use among residents. He framed this with a metaphor: "Hindi natin pwedeng ubusin ang bala sa unang araw ng digmaan… we will make sure that our resources are not exhausted."

Local Action in a Global Context

Despite global uncertainties like tensions in the Strait of Hormuz, the governor emphasized proactive local governance to reduce community impact. He called for self-reliance and accountability, urging both government and citizens to focus on actionable solutions within their control.
