In a significant law enforcement operation, a barangay councilor was apprehended after being found in possession of illegal firearms and ammunition during a raid at his home in Toledo City, Cebu. The incident occurred in the early hours of Wednesday, April 15, 2026, in Sityo Camanciles, Barangay Pangamihan.
Details of the Arrest and Seizure
The operation was conducted by members of the Provincial Intelligence Unit (PIU) at approximately 12:05 a.m. Authorities executed a search warrant issued by the Honorable Vice-Executive Judge of RTC Branch 59 in Toledo City, based on violations of Republic Act 10591, also known as the Comprehensive Firearms and Ammunition Regulation Act.
During the raid, law enforcement officers confiscated a .45 caliber pistol, one magazine, and seven live rounds of ammunition from the suspect's residence. The accused has been identified as Richard Deiparine Habasaka, alias Armand, a 43-year-old serving councilor of Barangay Pangamihan.
Community Complaints and Police Response
According to Police Captain Jessie Tañola, head of the PIU, the operation was initiated following complaints from neighbors of Habasaka. Residents reported that he frequently carried firearms, causing fear and concern within the community. After conducting surveillance and verifying the information, authorities swiftly applied for and obtained a search warrant to inspect his property formally.
The seized evidence has been forwarded to the PNP Forensic Unit for ballistic examination. This analysis aims to determine if the firearm has been involved in any previous criminal activities, potentially linking it to unsolved cases.

We will not allow anyone, regardless of position, to put public safety at risk. Let this serve as a clear message: Cebu is not a sanctuary for lawless elements," stated Mangelen.
He further added that the CPPO will intensify its campaign against loose firearms across various areas in Cebu Province to reduce the threat of crimes committed with illegal weapons. This arrest highlights ongoing efforts by local authorities to enhance public safety and enforce firearm regulations strictly.
