President Ferdinand Marcos Jr. has officially launched the simultaneous Metro Cebu-wide Oplan Kontra Baha clearing operations, marking a significant step in the national government's direct intervention against the persistent flooding problems in the region.
Launch at Subangdaku River
The President personally led the launch at Subangdaku River in Barangay Subangdaku, Mandaue City, on Friday, November 21, 2025. This event represents the national government's commitment to addressing the severe flooding issues that have plagued Metro Cebu, particularly the extensive damage caused by Typhoon Tino on November 4.
The clearing operations at Subangdaku River, also known as Mahiga Creek, serve as the starting point for the comprehensive, multi-sectoral initiative called "Oplan Kontra Baha Metro Cebu." This ambitious program identifies more than 161 kilometers of rivers and creeks, along with 212 kilometers of drainage systems, for extensive rehabilitation.
Priority Waterways and Timeline
Mahiga Creek is among eight priority waterways scheduled for cleaning under the program. The complete list of priority waterways includes:
- Guadalupe River
- Kinalumsan River
- Butuanon River
- Mananga River
- Cansaga River
- Cotcot River
The operations will focus on restoring the full capacity of creeks and rivers across Cebu and Talisay cities, as well as the municipalities of Consolacion and Liloan. The massive clearing campaign is scheduled to continue until July 2026, representing a sustained effort to address the flooding concerns.
Infrastructure Solutions
During the launch event, President Marcos revealed that the national government plans to construct dams and infrastructure similar to Japan's Sabo dam technology for major rivers in Metro Cebu. These structures will help control high water volumes flowing from mountainous areas to lower regions.
"The Sabo dams or small dams that will be built starting from the mountains will control the flow of water," the President explained. This approach demonstrates the government's comprehensive strategy that combines immediate clearing operations with long-term infrastructure solutions to manage water flow effectively.
The Oplan Kontra Baha initiative represents one of the most significant government responses to Metro Cebu's chronic flooding problems, combining immediate action with strategic planning for sustainable flood management in the region.
