The Public Safety and Security Office (PSSO) in Davao City has expressed strong support for a proposed ordinance that would authorize the use of an artificial intelligence (AI)-enhanced closed-circuit television (CCTV) system. This initiative, welcomed on Monday, November 17, 2025, is seen as a major step forward in strengthening the city's security infrastructure.
Policy First, Technology Second
PSSO Chief Angel Sumagaysay commended Councilor Bonz Andre Militar, who chairs the Committee on Information Technology, for championing the measure. Sumagaysay emphasized the importance of establishing a solid policy framework before the city invests in any new equipment. He stated that this approach ensures the technology is implemented responsibly and effectively.
In an interview on Davao City Disaster Radio, Sumagaysay highlighted that the city council has already conducted committee hearings to address potential privacy concerns. Various agencies were invited to these discussions to guarantee that the proposed AI system fully complies with Republic Act 10173, the Data Privacy Act of 2012. This law protects personal information and mandates lawful data processing. Sumagaysay clarified that the data-driven system would specifically focus on individuals with existing records of violations.
How the AI Security System Will Work
The proposed measure, which the 21st City Council has already approved on second reading, aims to enhance public safety and border control through the deployment of AI facial recognition technology. Councilor Militar, in a privilege speech last July 15, outlined the plan to install this system at key entry and exit points. These include land borders, airports, seaports, and shorelines.
This technology would enable authorities to track individuals on watchlists and receive real-time alerts, allowing for a more proactive security posture. Militar described the system as a vital tool to monitor movement, identify potential threats, and protect communities from external dangers and criminal elements. He also mentioned that he had briefed Acting Mayor Sebastian 'Baste' Duterte on the proposal during a meeting on June 16.
A Growing City's Security Needs
The push for advanced security measures comes as Davao City's population continues to expand. According to the Philippine Statistics Authority, the city's population has grown to 1,848,947, up from 1,776,949 in the 2020 census. Talomo District remains the most populous area with 467,813 residents, followed by Buhangin District with 311,932 and Poblacion District with 182,755. This demographic growth underscores the increasing need for innovative solutions to maintain public safety.
