DICT Expands Free Public Wi-Fi Network Across Pampanga with Satellite Technology

The Department of Information and Communications Technology has significantly expanded its free public internet access program in Pampanga, bringing connectivity to more remote and underserved areas. This initiative aims to bridge the digital divide and enhance access to online resources for residents across the province.

Major Expansion of Wi-Fi Hotspots

The free Wi-Fi network now includes 27 new sites with 42 additional hotspots, building upon the existing infrastructure of 46 active sites with 127 hotspots established as of December 2025. This expansion represents a substantial increase in public internet availability, targeting key locations to maximize community benefit.

Priority areas for installation include:

  • Public places such as parks and government buildings
  • State universities and colleges to support education
  • Geographically isolated and disadvantaged areas (GIDAs), including barangay halls and schools in Porac, Masantol, and Sasmuan

Satellite Technology for Remote Connectivity

In remote regions where traditional connectivity is challenging, DICT employs advanced Low Earth Orbit satellite technology, specifically Starlink, to deliver internet access. This innovative approach ensures that even the most isolated communities can participate in the digital economy.

DICT Pampanga Head Engineer Jonathan Raineir Solis highlighted a practical example: "In places like Mabuanbuan in Sasmuan, where one needs a boat to reach the barangay hall, satellite technology allows residents to connect to the digital world." This technology overcomes geographical barriers, providing reliable internet where conventional methods fall short.

Promoting Cyber Safety and Digital Literacy

Alongside infrastructure development, DICT Pampanga actively promotes cyber safety through comprehensive information sessions in schools and barangays. These educational efforts target children, parents, and entire communities, focusing on responsible gadget use and awareness of online threats.

Key topics covered include:

  • Identifying and avoiding scams and phishing links
  • Understanding the risks associated with deepfakes
  • Best practices for secure online behavior

Boosting eGovPH App Adoption

DICT is also driving the adoption of the eGovPH mobile application, which enables Filipinos to access government services digitally. Features include digital IDs and online permit applications, streamlining bureaucratic processes and enhancing convenience.

Engineer Solis reported impressive download statistics: "As of December 2025, Region 3 recorded 2.367 million downloads, with Pampanga accounting for about 581,000, the second highest in the region." This reflects strong engagement with digital government tools, supporting broader digital transformation goals.

The expansion of free Wi-Fi, coupled with cyber safety education and eGovPH promotion, positions Pampanga as a leader in public digital infrastructure, fostering inclusivity and technological advancement across diverse communities.
