Cebu City Approves LPTRP to End Chaotic Jeepney Routes

For decades, the spaghetti-like jeepney routes in Cebu City have been a cultural symbol for locals but also a major traffic problem. While these routes contributed to chaotic road conditions due to overlapping paths and fierce competition for passengers, especially on the historic Colon Street, Cebuanos have embraced and endured them.

However, with the recent approval of the Local Public Transport Route Plan (LPTRP) by the City Council, the future may finally see an end to this disorganized transport system. Although the LPTRP has yet to be proven effective, this initiative deserves commendation from city officials.

Under the LPTRP, the tradition of jeepneys and buses stopping anywhere to pick up and drop off passengers will be eliminated—a major cause of traffic congestion in the city. The new system designates specific areas where passengers can board and alight.

Unsurprisingly, both drivers and passengers may initially complain, but this change must be accepted by everyone. When carefully considered, it will bring long-term benefits for all.

Key Features of the LPTRP

It is hoped that city officials have thoroughly studied the new transport system before full implementation. Under the initial plan, only 1,013 licensed units will be allowed, divided into 40 routes. A total of 663 units will remain on old routes, while 350 will be relocated to areas with limited transportation.

Some routes will transport passengers to hospitals, schools, malls, churches, and other major destinations. Other routes will follow peripheral roads and bring passengers to main roads.

Integration with Cebu Bus Rapid Transit

Clearly, the LPTRP serves as a foundation for the Cebu Bus Rapid Transit (CBRT). Under this new system, jeepneys and buses will no longer compete for passengers, as they will follow different routes. Jeepneys will take routes that feed passengers to bus routes.

With this new system, it is anticipated that traffic flow in Cebu City will become smoother and more organized.
