Cebu City Overhauls Public Transport System

The Cebu City Council has officially approved a new public transport plan that limits the number of traditional jeepneys and controls where they can operate. This marks the end of the old system where jeepneys could follow passenger demand freely, transitioning to a "command system" to support the upcoming Cebu Bus Rapid Transit (CBRT).

Local Public Transport Route Plan (LPTRP)

The plan, called the Local Public Transport Route Plan (LPTRP), was pushed by Councilor Winston Pepito. It reorganizes the city's transport into 40 specific routes. Of these, 39 are "Class 2" routes forming the backbone of the city, connecting communities to hospitals, schools, and malls. One "Class 3" route serves as a special feeder service linking different areas.

The goal is to eliminate "route duplication," where multiple jeepneys from different lines crowd the same roads, which officials cite as a major cause of traffic congestion in Cebu.

Vehicle Limits and Allocation

The new law sets a maximum of 1,013 authorized units. While 663 units will remain on existing routes, 350 units will be assigned to new routes to help underserved areas. However, concerns arise as many believe there are more drivers than available slots. Since the plan follows national guidelines, the city has no funds to assist drivers who cannot secure one of the 1,013 legal slots.

Integration with CBRT

The timing of this change is intentional. The LPTRP is designed to prevent jeepneys from competing with the new CBRT buses. Instead, jeepneys will serve as feeders, bringing passengers to main bus lines. Under the new system, franchises are no longer permanent rights. Operators must join cooperatives and follow strict rules. Violations of traffic laws or failure to provide public service may lead the city to recommend franchise cancellation.

The ordinance is set to be passed by the City Council. Once enacted, the mixed jeepney routes will gradually be replaced by a clear 40-route system from now until 2028. For passengers, this could mean more organized travel.
