Fuel Subsidy Distribution in Cebu Delayed as Officials Finalize Beneficiary List
The distribution of government fuel subsidies for transport drivers in Cebu has not yet commenced, as authorities are still completing the official list of beneficiaries. This delay stems from the need to ensure that only verified individuals receive the financial assistance, according to Land Transportation Franchising and Regulatory Board (LTFRB) 7 Director Abosamen Matuan.
Verification Process Underway
In an interview on March 25, 2026, Matuan explained that operators and drivers have been instructed to submit their lists to confirm eligibility. As of now, approximately 87 percent of the submitted lists have been received by the LTFRB. The initial target was to finalize the list by Tuesday, March 24, but two operators requested additional time to verify whether their drivers are officially registered under their services.
Matuan emphasized the importance of accuracy in this process to prevent fraud and ensure that subsidies reach the intended recipients. He stated, "We are working diligently to cross-check all submissions and resolve any discrepancies before proceeding with the distribution."
Distribution Method and Requirements
Once the list is fully completed, the subsidies will be released exclusively through active e-wallet accounts, such as GCash. Matuan encouraged beneficiaries to assist drivers who do not yet have GCash accounts, as this is a mandatory requirement for receiving the funds. He also reminded drivers to ensure that their GCash account matches the cellphone number they submitted to avoid any issues during the fund disbursement.
This move aims to streamline the distribution process and reduce administrative delays, but it has raised concerns among some drivers who may face challenges with digital access. The LTFRB is monitoring the situation closely and plans to provide support for those needing help with account setup.
