Cebu Province Initiates Affordable Rice Program to Aid Vulnerable Groups

In a significant move to combat the escalating cost of living, the Province of Cebu is set to launch a government-supported initiative that will allow vulnerable sectors and transport workers to purchase rice at a subsidized rate of P20 per kilo. The program is scheduled to commence on April 15, 2026, as announced by Gigi Sanchez, the Cebu Province Agriculture and Livelihood Consultant, in a Facebook post on Thursday, March 26.

Partnership with National Food Authority Ensures Supply

To facilitate this relief effort, Cebu Province has partnered with the National Food Authority (NFA) Region 7 to secure 20,000 sacks of rice. This collaboration aims to ensure an adequate supply for the program's implementation, which targets reducing the impact of soaring food prices driven by increasing fuel costs. The initiative is designed to provide immediate assistance to those most affected by economic pressures.

Eligible Beneficiaries and Distribution Guidelines

The program will benefit a wide range of individuals, including low-income families, senior citizens, persons with disabilities (PWDs), solo parents, and beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). Additionally, jeepney and tricycle drivers are included to support transport workers facing financial strain. Under the established guidelines, qualified beneficiaries can purchase up to 30 kilograms of rice per month, with a limit of 10 kilograms per transaction to ensure fair distribution.

Specific allocations have been set for agricultural and fishing communities: rice farmers are eligible to receive up to 50 kilograms monthly, while fishermen are limited to 10 kilograms per month. To access these benefits, beneficiaries must present sector-specific identification, such as senior citizen IDs issued by the Office of Senior Citizen Affairs, PWD IDs from the Persons with Disability Affairs Office or Department of Social Welfare and Development, or certification as a 4Ps beneficiary.

Requirements for Transport Workers and Implementation Plans

Transport workers are required to show identification issued or endorsed by the Land Transportation Franchising and Regulatory Board (LTFRB) or their local government units. According to Sanchez, a meeting held on March 26 focused on securing sufficient supply and establishing efficient distribution methods. This includes expanding sales channels and enhancing coordination with local governments to streamline the program's rollout and ensure it reaches those in need effectively.

The initiative represents a proactive step by Cebu Province to address food insecurity and support its residents during challenging economic times, with ongoing efforts to monitor and adjust the program as necessary.
