The Department of Agriculture (DA) has moved to reassure the public of a stable and continuous supply of rice for the government's subsidized P20 per kilogram program, even as demand surges dramatically across the nation. This assurance comes amid long queues observed at distribution sites, such as the Kadiwa Center at the Bureau of Plant Industry in Malate, Manila, where residents lined up to purchase the affordable staple.
Online Registration to Curb Abuse and Manage Demand
In response to the overwhelming public response, the DA has implemented a mandatory online registration system for beneficiaries. Agriculture Secretary Francisco Tiu Laurel Jr. emphasized that this digital measure is designed to ensure the program effectively reaches the most vulnerable sectors of society during these economically challenging times.
"We implemented online registration to ensure that the most vulnerable sectors benefit from the PhP20 per kilo rice, especially during these challenging times," Secretary Tiu Laurel stated. The registration portal, accessible via a dedicated link, allows eligible individuals to secure an appointment slot, theoretically eliminating the need for exhausting physical queues.
Addressing Program Exploitation
Agriculture Assistant Secretary Genevieve Velicaria-Guevarra revealed that the push for online registration is also a direct response to incidents of program misuse. Authorities have encountered individuals attempting to purchase the subsidized rice using fraudulent identification documents.
"We've caught buyers presenting fake IDs, suggesting some are exploiting the program at the expense of real beneficiaries," Assistant Secretary Velicaria-Guevarra reported. She made a heartfelt appeal for public cooperation, warning that such abuses ultimately deprive those in genuine need of critical assistance.
Eligibility and Distribution Details
The Benteng Bigas Meron (BBM) Na program specifically targets several priority groups. The comprehensive list of eligible beneficiaries includes:
- Members of the Pantawid Pamilyang Pilipino Program (4Ps)
- Senior citizens and persons with disabilities
- Solo parents
- Tricycle, jeepney, and public utility vehicle (PUV) drivers
- Registered farmers and fisherfolk
Distribution is conducted at designated Kadiwa ng Pangulo sites. For instance, at the Bureau of Animal Industry (BAI) Central Office in Quezon City, sales occur from 6 a.m. to 2 p.m., Monday through Friday. The DA has explicitly advised walk-in buyers to avoid forming long queues outside of these official operating hours.
Assurance of Ample Rice Stocks
Backing the promise of stable supply, Secretary Tiu Laurel pointed to the National Food Authority's (NFA) robust inventory. The agency holds substantial stocks of aging and soon-to-age rice, which remains of good quality, bolstered by a record procurement achievement in the previous year, 2025.
The current spike in demand for the subsidized rice is partly attributed to the ongoing economic pressures felt by consumers, including oil price increases linked to geopolitical tensions in the Middle East. The P20 per kilo rice offers a significant respite from market prices.
In addition to the flagship P20 rice, the DA, through the Food Terminal Inc., also markets other affordable rice varieties under the complementary Rice for All program, providing further options for cost-conscious consumers seeking budgetary relief for their household needs.
