The National Food Authority (NFA) has announced sweeping reforms aimed at reinforcing discipline within the agency and strengthening its operational processes. In a recent statement, NFA Administrator Larry Lacson emphasized the ongoing efforts to improve management and ensure quality service for both Filipino farmers and consumers.
Addressing Past Misconduct and Ensuring Accountability
The reforms come in the wake of several high-profile cases involving NFA personnel. Most recently, on December 19 of last year, the agency filed plunder and malversation charges against one employee before the Office of the Ombudsman. These charges relate to alleged unaccounted palay (unhusked rice) stocks that have accumulated since 2020.
"There's still an ongoing investigation. I don't want to preempt but let's see what will be the result of the investigation," Lacson stated during an ambush interview, acknowledging the seriousness of the allegations while allowing the investigative process to proceed.
Historical Context of NFA Challenges
This recent case follows previous disciplinary actions within the agency. In 2025, charges were filed against two NFA personnel who were denied bail. The year prior, when Lacson assumed leadership, 139 officials and employees had been placed under preventive suspension due to alleged improper sale of rice buffer stock.
"There will be more changes, more to be reformed. We don't intend to terminate employees, but we want to use the term discipline," Lacson explained, highlighting the agency's commitment to accountability rather than simply removing personnel.
Comprehensive Reform Strategy
The NFA's reform initiative encompasses multiple dimensions of agency operations:
- Workforce Development: The agency is expanding through strategic hiring and promotion programs to strengthen its human resources capacity.
- Process Overhaul: Significant changes are being made to standard operating procedures, particularly in palay procurement and milling operations.
- Infrastructure Modernization: The NFA is utilizing its allocated funds to upgrade facilities and equipment.
- Farmer Engagement: The agency is actively soliciting and addressing complaints and recommendations from agricultural stakeholders.
Budgetary Support for Reform Initiatives
For 2026, the NFA has secured substantial funding to support its reform agenda and core functions:
- PHP2.1 billion allocated for palay processing, including milling and prepositioning operations
- PHP80 million designated for warehouse expenses
- PHP35 million budgeted for dryer facilities
- PHP9 billion earmarked for palay procurement to maintain national rice buffer stocks while supporting Filipino farmers
"We're continuously making it our mandate to hold people accountable if there are shortcomings or mistakes," Lacson affirmed, underscoring the agency's renewed commitment to transparency and responsibility in managing public resources.
The reforms represent a comprehensive effort to transform the NFA into a more efficient, accountable institution capable of fulfilling its crucial role in Philippine food security and agricultural support systems.
