In celebration of their breakaway from their former federation and what they describe as newfound freedom, the Opascor Supervisory, Technical and Responsible Alliance Union (OSTRA-UNION) observed their first Labor Day as an independent union through member-led activities and initial reforms already implemented.
Significance of the Celebration
OSTRA-UNION President Vivencio Ybañez Jr. said the occasion is meaningful and significant because it marks the first time the union itself organized and decided on its own programs without dictation from the federation. In an interview with SunStar Cebu on Friday, May 1, 2026, Ybañez emphasized that this is important and memorable for them as it is their first celebration as an independent union.
Previously, they did not have full freedom because decisions came from the federation, but now they conduct their own meetings, plan activities, and manage their own funds. He stated that union officials, from supervisors to rank-and-file, collaborated in organizing Labor Day activities, including coordinating with management for a parade and Mass, demonstrating their freedom to handle internal affairs.
Initial Reforms and Benefits
Due to their independence, Ybañez said the union quickly implemented changes aimed at directly benefiting members, including halving the monthly dues from PHP 400 to PHP 200. The union also established a cooperative-like initiative registered with the Securities and Exchange Commission (SEC), called the United Social Amelioration Program or Project and Program Assistance (Usapa). This program allows members to borrow money at a low interest rate of two percent, serving as an alternative source of financial assistance.
Pending Wage Negotiations
Despite these developments, Ybañez acknowledged that they have not yet secured a wage increase for members because they have not formally started negotiations for a new Collective Bargaining Agreement (CBA). The union has informed management of their desire to begin negotiations this May, while also highlighting the need for wage adjustment due to rising oil prices and the increasing cost of living.
Formal Independence
The Opascor Workers' Union (OWU) and OSTRA-UNION formally gained their independence after official registration in early 2026. OWU was officially registered on January 15, 2026, while OSTRA-UNION was listed with the Department of Labor and Employment (DOLE) on March 30, 2026, marking their full transition as independent labor organizations. This formal recognition came after their separation from the former federation, allowing both unions to operate on their own in managing their affairs, programs, and negotiations.
