On May 1, 2026, at 3:30 p.m., the Cebu Police Provincial Office (CPPO) seized P164,000 worth of smuggled cigarettes from Z & J Store along a national highway in Barangay Sangi, Toledo City. The operation was conducted by the Provincial Intelligence Unit (PIU) of the CPPO in coordination with the Toledo City Police Station.

Seized Items and Value

The confiscated cigarettes included: 12 reams of Oris (P24,000), 20 reams of D&J (P40,000), 8 reams of Canon (P16,000), 17 reams of United (P34,000), and 25 reams of Victor Aguila (P50,000), totaling P164,000.

Store Owner's Statement

The owner of Z & J Store admitted that the cigarettes were purchased at a low price from a dealer based in Cebu City, who transported them in a white delivery van. The owner was enticed by the lower cost compared to legitimate brands.

Operation Details

The CPPO launched the operation after receiving reports of illegal tobacco sales in the area. During the inspection, the store failed to provide required documents, including licenses, proof of tax payment, proper labeling, and other regulatory requirements.

Police Commendation

Police Colonel Abubakar Mangelen Jr., director of the CPPO, commended his personnel for the successful seizure. “This accomplishment reflects the unwavering commitment of the Cebu Police Provincial Office to enforce the law and protect the integrity of our local markets. We will continue to intensify our operations to prevent the entry, distribution, and sale of illegal goods across Cebu Province,” Mangelen said.

Ongoing Surveillance and Legal Action

Authorities are continuing their surveillance of retail stores and dealers involved in the trade of untaxed cigarettes. Violators will face charges under Republic Act (RA) 10863, or the Customs Modernization and Tariff Act (CMTA), and RA 9211, or the Tobacco Regulation Act of 2003.
