The Alliance of Concerned Consumers in Electricity and Social Services, widely known as Access, has publicly declared its firm support for the recent amendments to the Magna Carta for Household Electricity Consumers and the Electric Power Industry Reform Act. This endorsement marks a significant development in the ongoing efforts to enhance consumer protection within the Philippine energy sector.

Wennie Sancho, the President of Access, emphasized that the reforms championed by the Energy Regulatory Commission represent a substantial advancement in safeguarding the rights, welfare, and financial interests of ordinary Filipino households. These amendments are hailed as a major victory for every electricity consumer across the nation, addressing long-standing concerns about affordability and transparency.
Access has consistently advocated for lower electricity rates, stronger consumer protections, and greater operational transparency from distribution utilities. Sancho called upon all distribution utilities to fully implement these critical reforms without delay. He also urged consumers to educate themselves about their newly enhanced rights and to actively take advantage of the benefits now available to them.
Key Benefits and Protections for Households
Among the most impactful changes is the introduction of a new national uniform lifeline subsidy. This program provides a 100-percent discount on the first 50 kilowatt-hours of monthly electricity consumption for beneficiaries of the Pantawid Pamilyang Pilipino Program and other marginalized households, directly lowering bills for low-income families.
The reforms also establish a more efficient and equitable system for resolving billing disputes. Consumers now have the option to deposit the disputed amount and formally request meter testing, ensuring a fairer process. Furthermore, the service application procedure has been significantly simplified.
