Davao Consumer Movement Demands Swift Action to Shield Households from Electricity Bill Shocks

The Davao Consumer Movement has issued an urgent call to the government and power distributors, urging immediate measures to protect households from sudden and severe electricity bill shocks. This appeal comes as rising tensions in the Middle East are projected to drive gasoline prices higher, which will directly affect the generation costs of both diesel-fired and coal-fired power plants across the nation.

Fuel Price Surge Threatens Power Generation Costs

As fuel prices climb, the impact is expected to ripple through the Wholesale Electricity Spot Market (WESM), where many power distributors source their supply. Coal plants, which operate continuously to maintain grid stability, rely heavily on imported fuel. The added transport costs due to global disruptions will only exacerbate electricity expenses, making power more expensive for consumers. Communities outside the main grid that depend on diesel plants are particularly vulnerable, facing the risk of even sharper increases in their electricity bills.

Immediate Safeguards and Long-Term Solutions Needed

In response to this looming crisis, the Davao Consumer Movement is calling for concrete safeguards to cushion these effects. One immediate step proposed is the suspension of excise taxes and value-added tax (VAT) on fuel, which could provide significant relief by easing the burden of rising costs. Additionally, the movement urges power distributors, including private companies and cooperatives, to exercise responsibility and restraint. Simply passing on higher rates to consumers without exploring alternative solutions is deemed unacceptable, especially as public utilities are mandated to serve the people.

Distributors are encouraged to collaborate in pushing for measures such as tax suspension and other relief strategies to prevent bill shocks. Furthermore, the movement calls on key regulatory bodies, including the Department of Energy (DOE), the National Electrification Administration (NEA), and the Energy Regulatory Commission (ERC), to strictly regulate any increases in electricity and fuel prices. The government is also urged to use this period to develop long-term solutions that reduce the country's reliance on power sources that become volatile during global crises.

Prioritizing Consumer Welfare in Challenging Times

In these challenging times, the Davao Consumer Movement emphasizes that consumer welfare must come first. Swift and proactive action is essential to shield households from sudden and painful spikes in their electricity bills. By implementing immediate safeguards and fostering collaboration between government agencies and power distributors, the movement aims to mitigate the financial strain on families and ensure a more stable energy future for all.
