Philippines Mandates 10% Energy Reduction for Government Agencies to Address Global and Seasonal Challenges

The Department of Energy (DOE) in the Philippines has issued a directive requiring all government agencies to slash their energy consumption by a minimum of 10 percent. This initiative, part of the Government Energy Management Program (GEMP), aims to cushion the domestic oil supply from the impacts of the ongoing Middle East conflict while preparing the nation for anticipated seasonal surges in energy demand during the hot and dry months.

Official Directive and Implementation Timeline

In a statement released on Friday, March 6, 2026, the DOE outlined the new measures, which were formally advised by Energy Secretary Sharon Garin on Wednesday, March 4, 2026, through the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC). The advisory mandates that government agencies adopt and sustain energy efficiency and conservation (EEC) strategies to achieve the targeted savings.

Specific Energy-Saving Measures

The directive includes a range of practical steps to reduce energy usage across public offices. Key measures involve activating sleep settings on all office equipment and setting air-conditioning thermostats at 24 degrees Celsius or higher. Agencies are required to keep doors of air-conditioned spaces closed to maintain efficiency, while employees must turn off lights and computers during lunch breaks and after office hours.

Additionally, government offices are encouraged to transition to more energy-efficient technologies, such as LED lighting and inverter-type air-conditioning systems. The IAEECC also highlighted the adoption of flexible work arrangements and the utilization of on-site renewable energy systems, including solar photovoltaic installations, as part of broader conservation efforts.

Leadership and Policy Significance

The DOE emphasized that this policy is not merely a compliance requirement but serves as a concrete demonstration of leadership in promoting responsible and efficient energy use throughout the public sector. Energy Secretary Sharon Garin stated that the government must lead by example in using energy wisely and responsibly, particularly during periods of heightened demand and global uncertainty.

She added, "Through the strict implementation of the Government Energy Management Program, we are reinforcing a culture of conservation in public institutions while helping safeguard the country’s energy security." This move underscores the Philippines' proactive approach to managing energy resources amid external pressures and internal seasonal challenges.
