House Speaker Mobilizes Government for Urgent Biofuel Blending Suspension Legislation
House Speaker Faustino "Bojie" Dy III has declared a comprehensive "all hands on deck" approach within the government as the House of Representatives rapidly addresses proposed legislation to permit the temporary suspension of mandatory biofuel blending. This urgent legislative action follows President Ferdinand Marcos Jr.'s official certification of the measure as a priority matter requiring immediate attention.
Oil Price Stabilization Act Aims to Lower Fuel Costs
The proposed House Bill 8469, known as the Oil Price Stabilization Act, would grant the President authority to temporarily halt biofuel blending when the price of blended fuel exceeds that of pure gasoline or diesel by more than five percent. This mechanism is specifically designed to reduce prices at fuel pumps across the nation and provide economic relief to consumers.
Speaker Dy emphasized that the President's urgent certification demonstrates the critical need to protect Filipino consumers from escalating oil prices, particularly during the ongoing Middle East crisis that has created global energy market volatility. The legislative push represents a coordinated government response to mitigate the financial impact on households and businesses.
Amending the Biofuels Act of 2006
The proposed legislation seeks to amend Section 5 of the Biofuels Act of 2006, which currently mandates specific blending requirements for all gasoline and diesel sold in the country. Under the amendment, the President would gain authority to suspend the use of local biofuels for up to one year based on recommendations from both the National Biofuels Board and the Department of Energy.
Currently, all gasoline and diesel sold in the Philippines must contain mandated percentages of bioethanol and biodiesel. However, this requirement can inadvertently drive up fuel prices when biofuel supplies become scarce or when production costs increase substantially. The temporary suspension mechanism would provide flexibility during such market conditions.
