Cebu City Advances Safety with Second Pedestrian Overpass at South Road Properties

Cebu City is set to begin construction on a second pedestrian overpass at the South Road Properties (SRP) following approval from the City Council. This move aims to address safety concerns in an area where fatal accidents have occurred due to rising pedestrian traffic.

Project Approval and Funding Details

On Tuesday, March 17, 2026, the Cebu City Council approved a resolution authored by Councilor Edgardo "Jaypee" Labella II, adopting the SRP Governing Board's endorsement for the project. The P96.5 million overpass will be implemented by the Department of Public Works and Highways in Central Visayas and funded through the Special Road Fund-Motor Vehicle User's Charge under Republic Act 11239.

Design and Features for Enhanced Accessibility

The new overpass will feature a total net length of approximately 58.7 meters and a vertical clearance of 6 meters, increased from the original 5.6 meters to accommodate future roadwork like asphalt overlays without obstructing tall vehicles. Key design elements include elevators on both sides to assist senior citizens and persons with disabilities, along with warning signs and safety equipment integrated into the technical plans.

Strategic Location and Community Impact

Located near major commercial hubs and a luxury hotel at the SRP, the overpass will serve an area experiencing increased pedestrian activity due to new residential and entertainment developments. Councilor Labella, chairman of the infrastructure committee, highlighted that at least 5,000 employees work at the nearby luxury hotel, emphasizing the project's role in ensuring their safety when crossing the road.

Land Allocation and Maintenance Plans

The project will occupy 380 square meters of land, with the City Government providing 237 square meters from a City-owned lot and Robinsons Land Corp. contributing 143 square meters under a usufruct agreement. Once completed, the structure will be turned over to the Cebu City Government for ongoing maintenance and upkeep.

Background on Existing Infrastructure

Earlier, the first pedestrian overpass at the SRP, built by a private company, opened near a mall and residential buildings. Mayor Nestor Archival inspected a skywalk at the SRP on March 16, 2026, which is temporarily opened during the day to improve safety. This new project builds on these efforts to create a safer environment for residents and visitors alike.

Councilor Labella stated, "The proposed pedestrian overpass will significantly enhance the safety and accessibility for residents and visitors," underscoring the community-focused benefits of this infrastructure development.
